The City of Owatonna Engineering Department has had a busy winter preparing for projects that will take place this construction season around the city. 

We thank you for your patience as these projects are completed.

2021 Construction Projects:
Planning and coordination is taking place for many anticipated projects this season, including: Street Maintenance, Overlays, Truman Avenue Reconstruction, Bridge Street Reconstruction and North Cedar Street Scape. Updates on these projects will be coming soon! A Map of the 2021 Project Locations is available here.

2021 CIPPS: Lining began this week. Typically this process takes about a month to complete all planned areas. Service should not be interrupted, should you experience issues call Hydro-Klean 24/7:1-855-845-5326. 

Stormwater Management: 
Community Service Opportunity – Spring Stormwater Pond Clean-up
Retention Pond
Winter months leave behind large amounts of trash and unwanted debris in waterways and storm water ponds. The City is seeking volunteer groups to help remove garbage from our 29 publicly owned ponds.
 
This is a perfect way to get out of the house for fresh air and exercise, enjoy the beautiful spring weather, and get involved in the community all while having a positive impact on your environment. The City will provide garbage bags, pond locations, and pick up the bags afterwards.

Public Works
Street Department: The Street Department continues to be busy with street sweeping, tree trimming, pot hole patching and alley repairs. Repair work to boulevards damaged by snow plows was completed this week. 

WWTP: Owatonna EAW and Wastewater Permit Public Notice: A growing population, more wastewater to treat, and yet less algae-causing phosphorus going to rivers. Learn more about the MPCA’s environmental review and draft permit for Owatonna’s proposed wastewater treatment expansion:https://www.pca.state.mn.us/regulations/projects-under-mpca-review

2021 Construction Projects:
2021 CIPPS: Pre-Treatment and televising has been completed. Lining will be the next step to take place. 

Transportation Plan: The draft of the City of Owatonna Transportation Plan will be out for public comment March 18 to April 1st. The Draft Plan and Instructions on "How to Provide Feedback" are available on our website, http://ci.owatonna.mn.us/CivicAlerts.aspx?AID=504. The project website is www.owatonna2040tranplan.com

Stormwater Management:  
As the weather warms up people are out with their pets. Picking up your pet waste isn’t just a courtesy for those walking behind you; it also keeps our water resources safe. Here are a few tips:
Bag Station at Morehouse Park Trailhead
  • Always bring a disposal bag with you when you walk your dog
  • Many trailheads in the Owatonna parks system have bag stations
  • Make sure to place the bag in a proper receptacle
  • Routinely clean waste from your yard, boulevard, and paved surfaces

Public Works
Street Department: The Street Department has been working on transitioning from winter to summer equipment. Street sweeping began two weeks ago and is ongoing. The tree crew has been working on trimming boulevard trees. Repair work to boulevards damaged by snow plows is set to begin Monday. Please call 507-444-4350 or submit a Maintenance Request Form if your property was damaged and needs repair.

2021 Construction Projects:

North Cedar Streetscape: North Cedar Avenue Streetscape Project (isginc.com) This site is designed to help you stay informed and navigate this project by providing information updates including construction alerts, what to expect next, and contact information. In addition, the project schedule has been designed for downtown businesses to remain open during this time to have the least impact as possible on the community.

Truman Avenue: Truman Avenue from Main Street to Havana Road will undergo reconstruction this construction season. The project involves replacement of the sanitary sewer, storm sewer, watermain, roadway and the addition of a sidewalk along the east side. This project has been awarded, a start date for this project has yet to be determined. 

Bridge Street Reconstruction: Bridge Street from I-35 to 24th Avenue will undergo a full reconstruction. A start date for this project has yet to be determined.

2021 Street Maintenance: The City of Owatonna annually crack seals roadways in advance of sealcoating. Approximately 4.99 miles are planned for crack sealing and sealcoating in 2021. The project has been awarded, start date for work has yet to be determined. 

2021 CIPPS: The City of Owatonna lines clay sanitary sewer lines to improve the carrying capacity and reduce inflow and infiltration. Approximately 11,420 feet are planned for lining in 2021. The contractor has just begun pre-cleaning and televising the sanitary sewer pipe-lining project. They will be cleaning and televising for the next couple of weeks.
