Request for Proposal - Comprehensive Plan Update (PDF)

The City of Owatonna (pop. 27,000) is seeking a Consultant to develop the Owatonna 2050 Comprehensive Plan.  The purpose of the Comprehensive Plan is to identify issues, opportunities, needs and organize public policy to address them in a manner that will utilize City resources in the most appropriate manner and lead to continued and smart growth.  It will describe a desired City of Owatonna in 2050 and will guide decision makers and developers in the ongoing process of making decisions, creating ordinances and policies, as well as the allocation of future funds.  Proposals will be judged by the score of work and criteria found in the RFP link above.

All questions must be received before 4:00 p.m. on March 17, 2023. Proposals are required to be submitted by March 22, 2023 at 12:00 pm.  All proposals shall be emailed to greg.kruschke@ci.owatonna.mn.us prior to this time.

  1. Request a Zoning Letter

If you require written documentation of zoning information, please submit a request for a Zoning Letter. The fee for a Zoning Letter is $40 and payment is required prior to release of the letter. 

Depending on the complexity of the request, it can take up to 15 days to complete a Zoning Letter, but most often it's completed within 7-10 days. You are able to make requests for multiple, related / contiguous parcels on the same letter / fee (for example, an apartment complex).

Statutory Requests

These requests will go to the Planning Commission for a public hearing a recommendation to City Council, who makes the final decision. 

All of these requests require a pre-application conversation with City staff prior to submitting application.
