Request for Proposal - Comprehensive Plan Update (PDF)
The City of Owatonna (pop. 27,000) is seeking a Consultant to develop the Owatonna 2050 Comprehensive Plan. The purpose of the Comprehensive Plan is to identify issues, opportunities, needs and organize public policy to address them in a manner that will utilize City resources in the most appropriate manner and lead to continued and smart growth. It will describe a desired City of Owatonna in 2050 and will guide decision makers and developers in the ongoing process of making decisions, creating ordinances and policies, as well as the allocation of future funds. Proposals will be judged by the score of work and criteria found in the RFP link above.
All questions must be received before 4:00 p.m. on March 17, 2023. Proposals are required to be submitted by March 22, 2023 at 12:00 pm. All proposals shall be emailed to firstname.lastname@example.org prior to this time.

If you require written documentation of zoning information, please submit a request for a Zoning Letter. The fee for a Zoning Letter is $40 and payment is required prior to release of the letter.
Depending on the complexity of the request, it can take up to 15 days to complete a Zoning Letter, but most often it's completed within 7-10 days. You are able to make requests for multiple, related / contiguous parcels on the same letter / fee (for example, an apartment complex).
A Sign Permit is required for all exterior wall signs as well as any free-standing sign that is under 6 feet in height and / or 32 square feet in area. (Any free-standing sign that exceeds 6 feet in height and / or 32 square feet in area requires a Building Permit.)
Projects that require a Zoning Permit:
- Fences within an Easement
- Accessory Structure (200 square feet or less)
- Pools (under 5,000 gallons)
- Decks (under 30" and detached)
- Gazebos / Pergolas

The applicant is responsible for locating property irons to ensure that the project meets the minimum setback requirements. If you are unable to locate the irons, here is a listing of Local Land Surveyors:

Note: Accessory Structures over 200 square feet, Pools over 5,000 gallons, and Decks that are over 30" or attached to the house will all require Building Permits.
These requests will go to the Planning Commission for a public hearing a recommendation to City Council, who makes the final decision.
All of these requests require a pre-application conversation with City staff prior to submitting application.
